Hi, what is "under/over the layer" when setting up the submarine "altitude" ? What role does it play ?

The short version: The "layer" is the boundary between water of different temperature levels. It acts like a kind of semi-transparent mirror for sound waves. So submarines can hide under it, or units can stay above it, trailing a dipping sonar or variable depth sonar under the layer to listen for submarines.

There are a lot of complexities to this, and if you want to learn more about it, I would just google it, there's a lot of more detailed articles out there.
