Issue with scenario Battle of Latakia, 1973

I'm having a weird issue in this scenario, but I don't know if it's a bug or something related to the tech of the weapon system I'm using... or something else.

Playing as the Israelis I've got three missile boats with radar active, painting several Syrian missile boats heading for me. All well and good. They are within range to launch my Gabriel I missiles.

I launch missiles which start to track, then they each disappear. And the green targeting vector also dropped. I get the following message for each missile; "Weapon (Gabriel I) has no eligible alternative target to be redirected to... self-destructing."

I also noticed that about every few seconds (not the same number of seconds each time) the enemy ship symbols flash. They go from the single, being tracked on surface search radar symbols to the symbols with tilted dimmed red rectangles indicating that I'm not tracking them on radar anymore and the box indicates the probable location. However, within a fraction of a second the symbols switch back to the single, being tracked on radar ones.

What seems to be happening (and I'm just taking a wild guess) is that for some reason the Israeli ships' radar is losing lock on the Syrian boats, which causes the Gabriel missiles to lose lock and go dumb. What's weird about this is that I had fired missiles earlier at other ships and didn't have this problem.

So I'm wondering, is this some weird bug? Are the radars on my ships switching off because somewhere in the game's control loop it's misreading the ROE+Doctrine, thinking I want my radars passive, then switching them back on? Or is it something to do with the tech of 1973 and the Syrians are being able to jam the Israeli radars long enough for the Gabriel missiles to break lock?

Any help would be appreciated. I'm going to replay the scenario and see if it occurs again.

OK, I loaded a save I had made of the scenario before the problem starting, and this time the problem didn't occur, that apparent switching off then back on of the radars. I'm thinking then that the answer might be "Are the radars on my ships switching off because somewhere in the game's control loop it's misreading the ROE+Doctrine, thinking I want my radars passive, then switching them back on?". I had earlier turned off the radars, then after a while re-enabled them. I'm thinking that maybe it has something to do with being able to control Doctrine + RoE from the Game drop down menu and also from the right side panel, that somehow in the main program loop the radar state was being switched off momentarily because the game is checking it in two places and it's getting switched off then right back on.

Anyway, since the problem didn't re-occur when I loaded the save, I'm going to classify it as a glitch. I'll know now that if I see this behavior again I'll save and quit, then reload and that should fix it.
