I didn't but the game yet, I am curious how does the game handled damage and damage control? How does it handle experience, a third world navy or air force will not be as capable as non third world navy or air force. Thanks

There are no crew quality levels other than some OODA values (which can't be seen in the DB as far as I can tell).
