Detection and accuracy

Can someone confirm whether or not time of day / darkness and weather conditions affects visual acquisition? I'm pretty sure it does - it certainly should do.. But I can't find out for definite.
On another point - is there a specific difference in minimum flying height for those aircraft with Terrain Following Radar and those without? The database highlights this equipment and I'm sure it should be modeled, but my limited tests are inconclusive (but seem to indicate that a non TFR A/C can fly just as low (at night) as a TFR A/C...
Final question... Does the weapon aiming sight for A/C make a difference to accuracy? All strike fighters have either a 'basic sight', 'ballistic computing' or 'advanced computing' sight listed in the DB. This makes an actual difference in game right..... I hope so.
