Hexside Obstacles

Does the game automatically assume that a hexside obstacle is a water obstacle?

Right now the only hex side map object is the stream/river. One item in the future features is the addition of a blocked hex edge like a cliff.

Just to confirm, if I create a map, and in the Map Value Editor give a hexside an obstacle value, the game assumes it is a water obstacle, and would automatically allow for bridging operations?
