combat resolution

My opponent suspects that when he runs the combat (after receiving the the Allied turn) multiple times he gets multiple small deviations (how may ships are sunk etc). So my question is the combat resolution actually repeatable and/or subject in variations of reporting? I do not know how the program was defined. Historically in Gary Grigsby designs (going back to the Apple IIE BOMB ALLEY), combat was a series of formulas, with variables of the unit ratings and various random numbers.
Some programs (like computer EAST FRONT) resolves the combat after receiving the second players turn and it become part of the turn sent to the first player, hence results are constant over and over.

To be more specific, my experience as the Japanese player has been that when I watch the replay on opening the file sent by my opponent, I get that replay. But if I then open the 001 file, I get a slightly different version of events. Both of these versions (the actual turn file and the 001 file) consistently show the same things, just slightly different. But here's another twist, the "combat report" in the game file shows the version which was last opened.
I recall an AAR (which may have been about AE) one of the players said his version of the previous turn was different to the one he got with the next turn, so I'm wondering does the program resolve the turn on opening the game file, potentially letting the Japanese player shop for a better outcome.

When the Japanese player opens the turn sent to him by his Allied opponent the combat is run. The .001 file is the combat save that the Allied player gets from is Japanese adversary. Because of FOW these should contain different results for combat.

The reality is that due to FOW nobody is getting an accurate read on the combat results. Of course you have a much better handle on how your forces did than your enemy knows, but is it 100% accurate?
