Still crashing on start up

Hi there,
I'm trying to get Command to run on my Vista SP2 laptop. I cannot get in to run at all. Every time it tries to start I get the Direct X error message - see attached screen capture. I've tried running direct x and .net numerous times, they install, but with no success.
Any suggestions?
