Halleck's special ability to train conscripts applies if he
is the leader of a stack. Does this mean he is the leader of
a specific unit(s) or must he be the most senior leader
in the region?

Most senior in the stack, not the region.

Often, I take the training officer (McClelland, Hallect, Seigel) and create a "training stack" where I rotate units in to get trained up, then move them to the front.
