How do you mod the effectiveness of the spy war? (which files & attributes)
Can it be eliminated?

You can try to increase the Espionage-Bonus in your race-file look for 'Espionage Bonus: percentage rate of skill bonus for all intelligence missions;
but i think, thats not what are you looking for. right?
