Activation Test

Each turn, each Stack commanding officer makes a test based on his Strategic
Rating

Can anyone tell me what the nature of the test is?

Eg what are chances of a leader with a SR of 4 as opposed to a SR of 2 or 6.

Just think of a six sided dice, although this is a simplification. Odds are about the same as a dice roll.
A two level, 2 in 6. A 4 a one in 6 and etc.

You can dig deeper, but this is the essence.

No as with the 'to hit' mechanism, your chance of activation is always less than <100, so a 6+ leader can go inactive.
