Radagy draw in Leningrad

I just fought Radagy to a draw in Road to Leningrad which struck me as a bizarre result since I absolutely had my ass handed to me (as a new player). I wonder if he can explain!
No wonder for me. I pointed out this bug (not a minor one) a few months ago but I didn't get any answer from the designer's team.
