Yes it work.
There are some small issues but You will find how to fix them on forum
Not know how it will work with Windows 8.1 but i suspect at lest as good as on windows 8 or better. We will know when someone who already upgraded windows will report.

Here's the command line I'm using, dunno if it will help.
"C:\Matrix Games\War in the Pacific Admiral's Edition\War in the Pacific Admiral Edition.exe" -wd -deepColor -cpu2 -multiaudio -dd_sw -px1680 -py1050 -fixedArt -noFire
Fixedart and nofire as suggested by witpqs helped my images from jumping which was the only issue I had.
