Check "Percent Required to Fly." Is it still at 50%?

Airbase in eligible terrain to fly?
Airbase moved this turn?
Airbase selected as mission start point?

Everything done properly:
Airbase in eligible terrain to fly? Terrain - CLEAR
Airbase moved this turn? airbase didn't move, MP=50
Airbase selected as mission start point? Yes
I have Ju-52 in two airbases (6th LW in clear terrain and 17th LW in the light wood), no one wants to fly

What is the status of supply/ammo/fuel in the airbase? Lack of supplies may cause aircraft not to fly.
Please show the steps you make as you try to use them (with screenshots).

I can send a file (this is PBEM game)

<< 0% means nothing flies. >>
Percent required to Fly = 0% means everything must fly.

Ooops, you are right. Above 100% doesn't work.

I have checked the save and they fly, though not past Minsk. Ju-52 has a radius of 249 (not range), so it's 24 hexes. Panzers are past Minsk and thus can't be supplied from Ju-52s. No staging airbase can be selected because 6th LW is the only airbase under Luftflotte 2 (each air HQ is able to use only it's own airbases). As for the 17th LW it's similar case - up to 24 hexes they fly, but not past it. There must be something blocking them from using 18th LW that is under the same Air HQ, far into enemy territory. Perhaps because that base is low on MP and supplies.

The Range of Ju-52 is almost 900 km, but I can't supply panzers in Kiev when my 17 LW airbase is east of Lvov (less than 500 km)?
Quite useless any fuel/supply transportation if it is only 24 hexes and the airbase must be near the railhead.
So, regular truck supply from HQs (located in 20 MP from the railhead plus a unit located 5 hexes from the HQs) will do supply better and for the longer distance than airplaines?

The radius is 24, 249 miles (there and back again) - so the range is about 800km, not too far from the real value. The problem is, the game can't find proper staging base closer to the target. If there would be one, the aircraft would probably fly more than 24 hexes. I'm sure air supply masters could help you here more than me. For sure you need to keep the transport base and the staging base under the same air HQ.

OK, I understand, everything is coded and hard or impossible to change.
However, this is far from realism: why we are talking about the radius? Kiev is in German hands, there are good airports, Ju-52 can sit there and so fuel is necessary only for a one side trip.
This mess came with the patch, when air supply became impossible if the staging airbase is not near railhead.
So, a player must keep Ju-52 deep in the rear, but the range Ju-52 has been left the same.
Now air supply is useless, except rare, exotic cases when troops are in bad terrain.

I think that was the purpose of the patch. High volume air resupply should be only available for encircled troops (Demyansk-, Stalingrad- style). However, if you would position the airbase on top of the FBD units it would be advanced on turn 3 much further into Soviet Union than Brest. That plus better choice of air HQ assignments should let you supply troops east of Minsk if not around Velikye Luki.
edit: In the north your railhead is in Panevezys, just 30 hexes from VL.
