Okay, like many I had the slow scroll problem with Windows 8. Thanks for all the suggestions and I fixed the problem after many attempts.
However, now that I am playing a new game, I have noticed a major problem. There is a little sliver of the desktop at the bottom of the screen. This happens to hide the manufacturing line when I pull up a city and I cannot access the buttons!
If I try to mouse over the bottom border and "drag it"down a grey title line pops out at the top which states "War in the Pacific - Admiral Edition (1.7.11.23r)". Then I cannot get rid of the top title bar.
My properties settings are: "C:\Matrix Games\War in the Pacific Admiral's Edition\Beta2\War in the Pacific Admiral Edition.exe" -w -pxf1366 -pyf768
I cannot use "f" in the settings because I get an error. Taskbar is on autohide. Smaller screen resolutions still have the same problem.
