I'm playing the first turn as Nationalists. I have seven units ready and some green areas. The tool tip says I can place a unit there but, when I drag one over, it won't stay. What's the problem?

On decisions, I've found the selected box sometimes "slips" to another as you move the map to place. I have to keep an eye that my selection is still highlighted below so proper green areas show as I drag. Playing REP, so not much experience placing units [;)]

i dont see clear the problem. Creation of new units runs well.
Just drag and drop over green regions. After that the new unti is there, just need time to be available for combat.
