Invisible SU inspector blocking orders

Gentlemen,
I have found a recurring issue where the SU inspector will not pop up when double clicking a vehicle. Annoying, but hardly devastating. I do find however, that in precisely the screen area that the SU inspector should occupy, I cannot give orders or select units. If I scroll the screen enough, I can give orders to the same unit that was accessible before, provided its screen location is not outside the area that would normally be the SU inspector.
I am patched to 2.01 and running XP.
