CW Database Bug - AO 22 Cimarron and AO 99 Canisteo only have 3 hours of fuel

Another fuel-related bug with tankers. When they get started, they drop to 3 hours of fuel and are soon dead in the water. I figured I should report it.
Here is a test scenario with some other ships as baselines...

Updated version of test file...Neosho class seems to have a similar problem, although it gets nine hours before running out of fuel instead of just three.
