Feature Request: Game engine check of scenario versus installed databases

We had a situation with my scenario where a player who downloaded, installed and started it didn't find any ships or bases or any units. Turns out he didn't have the latest CWDB from the latest build. However, there was no message letting him know this was the problem.

If possible, there should be a feature where if a selected scenario calls for database that is not installed, a message is provided to the player of this problem. Obviously this wouldn't happen all that often, but it would be helpful at times.

I'm pretty sure this was added a number of builds ago at least for OLD databases that arent present anymore. I guess it was not expected that a player would be missing a "too new" database. Not sure if easy to implement.

Recent builds of Command take >40seconds to load on my computer--annoying but I can deal with it [;)]

Quick rebuilding a scenario to the most current database takes <5sec.

I would not mind a popup on loading any scenario (in normal game mode) giving me the option to rebuild the scenario with the most recent version (or any version) of the DB.
