FiTE queries

I am about to begin the monster Fire in the East campaign. I've spent the past coupel of weeks prepping and am almost done. I'd be glad if someone could help me with a few questions:
1. Air Units have an artillery value in addition to anti-personel and anti-armour values. What does this artillery value signify? Is it the effectiveness of the air unit against artillery?
2. Can RR engineers be lined up to convert hexes simultaneously on the same piece of rail line or can they onely convert one hex, per line, per turn?
3. The game manual says that in most games bopth sides get a rail conversion freebie. Is this the case with FiTE and if so, will that freebie automatically go on a rail hex which does not already have a RR unit in it?
4. My opponent has played FiTE before but was unable to see his inventory and replacements dialigue after around t. 20. Has anyone experienced similar problems and if so, is there a solution to this?
5. I put together some docs to help my planning of the campaign which I will upload if anyone would like to use them.
