Many of the DEI and Philippine units have been displaced to non-base hexes. Typically they are damaged and have very high fatigue. The Japanese player targets them to train his air units with no risk. I would prefer to eliminate such units, is there any way to do it in WITP (not playing AE).

Nope, they'll just soak up the bombs and bullets.
