You need to ADD to Aviation Commitment . . say to 5.

Then MOVE.

Eligible air units, in this case RECON will be the only ones . . Army AB, will then be moved from NAT RES.

Yes, I think only automated assignment works for German Army Airbases. Probably manual assignment window couldn't be made to display only recon air groups when assigning to German Army Airbases and that's why the button was hidden.
