Can't find cities when system language set to Japanese

Just as the thread title says, attempting to start a game when your system language is set as "Japanese" results in crashes when attempting to start a scenario as several "XXX city can't be found" messages pile up.
Setting the system language to "French" fixes the problem, but it is a bit annoying.

Hi Hokum,
Unfortunately we did not have the ability to test on a native Japanese version of Windows. Double byte languages can cause issues with a number of games and we usually can't duplicate the issue by just setting an English version of Windows to Japanese settings. If you would be willing to work with us, we're certainly happy to try to solve this but we'd need you to help test things for us on your system. I'm glad that you have a work-around for now.
