Building Railroads

I'm trying to expand my RR, I have the Union Railway Bde and so far I still don't have the option to build. The manual states "switch from road to railroad, only in planned regions" which regions are they? Also, is it only active after a set date?

I think you use a Regional decision card - under Regional Development, Railroads pg.110(switch from road to railroad,only in planned regions)
Not 100% on this as I am still only playing the scenarios at this time.

I believe you are correct, the problem is that I don't have that card as an option and I'm trying to find out why.

Build railroad regional decision did not make it into official release. I do not know if they are planning to bring it later.

Ace1 Thanks for the quick answer.
Its time to put the Union Railway Bde to work fighting instead of searching for a place to lay track.[:D]
