Halleck not doing his job?

Halleck is in Cincinnati, in command of a stack of conscripts.
He doesn't appear to be training them to regular status, as
far as I can tell. The units are militia units that McClellan
(also in Cincinnait, but in command of a different stack)
has trained to conscript status. The Training Officer
attribute states that Halleck need only be the commander of
the stack, not the most senior in the region. How can I tell
if 'Old Brains' is doing his job?

Filter mssgs. "Replacements, levies, new units". Those usually start with training mssgs., meaning just this, followed by differently worded training mssgs. (meaning new units were built). The former ones show training process by unit element. Those in Cincinnati should be listed. Also, clicking on those messages should centre the map view on Cincinnati.

Training process is "up to X elements", meaning, there are turns without training. Not sure if, b/c leader is inactive.

Training leader being corps commander also converts militia, conscripts to regulars.

As a Union player you'll get 3 conscript converter: McClellan, Halleck and Siegel, with Mc Clellan being removed in 1863? You should place those, according to your grand strategy, behind the front/or with a big stack in rail & river centres and constantly feed them with militia and conscripts. Placing 2 of them in one city might be excessive.

Arguably a good placement of those precious leaders could be, by order of appearance:
McClellan: Harper's Ferry (becoming inactice army commander there)
Halleck: Alexandria
Siegel: Cincinnati or Vincennes.

There's more to loose and more units to built in the East.
You have better commanders earlier in the Mississippi/Kentucky theatres.

Is it definite that the training office trains militia as well as conscripts as the info ico just mentions conscripts.

In 1861 I have lots of militia but few conscripts.

Definite. I have Halleck in St. Louis. He'll train Militia and Volunteers to conscripts on turn 1 and train the same units to regulars on the next turn.
