Oil

Still trying to get a grips with the game by looking at vids and PDFs.
I gather that Oil Counters (?) are used to reorganise ARM/MECH/MOT/HQs etc at the end of a turn.
However, during impulses HQs can reorganise units - does this cost Oil as well?
Are Oil counters used for anything else?

Various hexes around the map (which are where you would expect them to be) have one or more oil resources, which yield an oil point each turn. These oil points can be saved, which is when "oil counters" appear. Usually though you just use them at the source, so to speak. Using an HQ to reorganise doesn't cost oil at the time, but reorganising causes the HQ itself to become disorganised, and it then needs oil at the end of the turn to reorganise. Oil points can also be used for production in the same way as non-oil resource points.

true....easier, especially when learning the game or playing an intro scenario. but that makes for a very, very different game when playing a full campaign.

When using the oil option. During setup there are oil counters. Where should these counters be placed and can they be captured by opposing forces? Should they be near or far from the front...in cities, or on resource hexes?

AS far from the front as possible. They can be captured. If there is
any path at all to disorganized units, they will be able to reorganize the units. If there is a rail path to a factory, you'll be able to use them for production - if you decide to do that.
