Not sure if this helps, but playing Thomas Borling (Germany) vs. me in U.S. and got another error toward the end of giving my first-turn Soviet orders on Test of Wills. Unfortunately, Tom put quite some time into his set-up [;)]

It was an error on my opponent's end. Now he's got it working again [:)]

I feel for you trying to track these bugs down.
