Complete new to this game, so excuse if the question is a bit stupid.
Can a HQ organize another HQ?
If no, how can a HQ become organized? I know, at end of turn, and with an O-chit. Is there any other option?

It will reorganize at the end of the (2-month) turn. (with oil if needed)
OR
Use an offensive chit to turn all of your face-down HQ Face-up at the beginning of an impulse. Rarely used, but reorganizing 5-6 HQ's early in the turn can be darn useful.
