do flak guns fight vs ground units if so are they considered anti tank or something else & what order of battle do they play in the phase combat. do they fight at the start or the end or what ?

Flak units are counted in the anti-tank fire phase of ground combat. The formulas listed in the manual don't mention it anywhere else, but they are also counted in determining flak strength for that square if attacked by enemy air. That's all that is known for sure.
