How is this dude in supply?

In the attached image, how is the Polish cavalry in supply?

He is completely surrounded by German ZOC. Only land units negate ZOC, and that's a fighter next to him.

Is this a bug, or is there some obscure new rule I've overlooked?

Could supply be coming from Brest-Litovsk? It is still allied controlled.

It's also still in the German ZoC, so I don't think the Polish cav can trace to or through it. Don't have my rules book in front of me right now though, so not sure.

I set up the same situation you did, and I see that the cavalry unit is being supplied from Brest-Litovsk. Not sure if that's supposed to be valid or not, but that's where it's coming from. I ran it forward to see if it went OOS when the attack was resolved, but it doesn't seem to be.

Just went to the powers that be and they feel it is a bug and will be looked into shortly.

Thanks everyone. Some of WiF's rules are trickier than others and I'm glad it was a minor bug and not my grasp of supply rules.

I did try walking into Brest-Litovsk, but that didn't affect his supply either. I truly think it was tracing through that fighter, which was incorrectly negating ZOC.
