Saved oil growing when moved

One weird bug i've noticed when setting up. If you place a saved oil down, then move it. The game adds one to your saved oil total. Even though you only see the oil barrels you start with. In the Production screen the total is larger.
Here is a screen shot of the CW. I moved the Japan oil barrels and ended up with 9 saved oil. Even though only 4 show.
