notional unit worth zero?

Playing Guadalcanal solitaire. US has just invaded Eniwetok and Majuro. Game computes that the notional units are both worth zero, therefore attack automatically succeeds. Can't understand why the notional units in Eniwetok and Majuro are worth zero in this situation.
Japan has just included both of them. They are not out of supply and definitely not surprised.
Are there any other reasons for reducing the value of a notional unit?

It must be an out of supply situation. Please check the following:

Without optional rules, a notional on an island is OOS if there are enemy ships (or planes with an air to sea factor) in the sea area (or area's) and no surface ships of your side in the sea area or aircraft with an air to sea factor (submarines aren't good enough).

If the limited overseas supply optional rule is on, you need to have a line of convoys/TRS/Amph in each sea area towards a primary supply source to make sure the notional is in supply.

Playing with LOS and no JP CP in Marshals/Marianas would lead to oos. Basically the only way to explain it if you say no suprise.
