Because the rules regarding the activities on the other part of the world are not coded yet.

It's naval combat by a major power that isn't part of the scenario. Japan doesn't exist except for this attack in the transfer pool. There are thousands of places in the code that check for whether a major power is part of the game or not. Including a few units from Japan in the game for just this purpose is difficult.

For instance, if a Japanese unit is aborted, where does it return to base? Which player on the Axis side decides which units (on either side) suffer the results of the naval combat? Who decides about using surprise points?

The code assumes that all naval combat takes place in a sea area, not an off-map pool. What is the weather?

As I recall, the combat factors of the Japanese are doubled under some circumstances - that never happens at any other time in the game.

Each exception to the standard rules is a royal pain to code. Making those changes has to be done very carefully. Now-a-days if I screw something up I don't just have a dozen or so beta testers affected (and complaining), but potentially everyone who paid money and is in the middle of playing the game.
