I noticed that during "Tee up", that many scenario designers forget to put in reloads for their subs.
So maybe there should be some sort of default magazine for each sub?

I agree, although the "easier" solution is to just remind scenario designers to check and make sure their submarines aren't wandering about with empty magazines.
