Not able to load units

Ok did a quick search, but couldn't see anything like this so:

Playing the Guad scenario, loaded the fast setup game.
Buddy is remoting into my computer to play the Allies, I'm playing the Axis.
I popped subs off the cost of africa, and western india to prevent the 6-4 unit from being transported over without some type of protection, dropped the nav into the sea area off of calcutta.
Did a bunch of other naval moves near the yanks but nothing that applies to this.
The brits then sailed from calcultta with the fleet and the transporter, passed all sea zones with no interceptions (didn't feel like losing subs ;-)
Then went to load the 6-4 from moga and it wouldn't let him do it.
On his next impulse he tried moving the trans that was sitting there with the 6-4 and it still wouldn't let him load it.

Now to be fair I haven't reloaded the scenario to see if that 6-4 starts disrupted, but don't think it was..

Are we missing something or does that sound like a bug?

I ran a quick test, having Japan pass and the Commonwealth take a Combined. I only moved the Transport from Calcutta to the sea area adjacent to the 6-4 INF (I forget the sea area's name). When the form for choosing section box appears, you need to click on the transport (i.e., select it), which enables the button on that form for "load from coastal hex". Clicking on the button brings up another form showing the units that can be loaded. Only after the second form is closed should you choose the section box for the transport.

If a transport starts in a sea area, it is unable to load a unit from a coastal hex and then move. However, if it drops down to a lower section in the sea area, then it will have the option to load a unit from a coastal hex.

There is a section in the players manual which covers all the various ways you can load units aboard naval transports. It has a little diagram showing all the various methods.

Celebrindal,

I have used Embarking as detailed by Steve above without any problems. I suspect you have missing seeing the button 'load from coastal hex'. You are not alone, I also missed it the first time I tried it.

Ya noticed the same issue when I was playing ger in the barb scenario, couldn't seem to load the fin units.. then facepalmed on the click transporter, then load button became active.. ;-)
