USSR claims Bessarabia and Germany denies

How stupid or smart is that?
If Germany wants to deny Bessarabia, how many units they should send as peace keepers? I tried in my solo game and 2 corps + div was not enough (at least with my skills).
Is it possible to secure oil in Romania and have enough units to take France? Every unit counts when Germany invades France...

Never, ever go to war over Rumania with the oil rule in place.
The USSR air force flies over to Ploesti and go Strat bombing those oil fields into oblivian. If the planes are stacked in Odessa en the big TB-3 in Sevastopol they fly in the surprise impulse to Ploesti and have a large chanche of destroying an oil field. They should usually be able to muster about 15 strat bomb points, take an air impulse. After that the best plane there is in 1939 gets reorganised and the same thing happens again next impulse (no German FTR interception possible, because the oil fields are Rumanian, not German...).
That's the way the USSR should persuate the Germans to give Bessarabia without a fight. Who cares about peacekeepers? Simply move one USSR INF into Bessarabia and "bombs away", until Germany gives up Bessarabia. No need to conquer Rumania, no need to risk USSR units at all. No land attacks, except to get that foothole into Bessarabia.

Agree with Centuur.
If you want Bessarabia and Rumania without a fight, declare war with Yugoslavia on the second German impulse, and then align Rumania. This prevents the Russians from taking Bessarabia completely.
It does however generate more US tension early. If you handle it well, you will be done before spring in France.

I will agree...
If the USSR has the LND on the map in range of the oil fields.
Otherwise there is no USSR Strat bombing threat.
Germany needs tp check the USSR choices for Air units on the first impulse.

I will agree...

Germany needs tp check the USSR choices for Air units on the first impulse.
If the USSR doesn't set up the air force within range of Ploesti, things are different. But notice that my USSR always put all available STRAT factors within range. I don't want to have to fight over Bessarabia with the USSR, so I have a big stick available if Germany is acting stupid...

The Russian LND bombers could appear in the theater rather quickly, even if seemingly deployed for an operation elsewhere ... 5 air missions per impulse for the Russians on a Combined, and long-range bombers ...

I knew you meant 4 air missions... 5 is the number of land moves... I always confuse those 2 too.

Are peacekeepers implemented according to RAW? When I denied the claim and reinforced with German units the USSR could not attack the German units.
I`m not sure its smart, thats what I was trying to find out. Railed HQ+3corps, mostly from Poland. Playing without oil btw. Not a good idea when playing with oil.

Can't the USSR attack? That's a bug (and an unexpected one). Are you sure?

I`m sure the USSR could not attack the time I tried it. I can't remember which version that was, 1.0.1 or 1.0.3 probably.

I have done some testing (on 1.0.6). USSR is a war with Rumania, but not with Germany. Railed rundstedt to Cernauti. Flew a fighter and a bomber to Bucharest (both within range of Cernauti).
A Soviet LND can ground strike the two German air units (one a fighter). GE did not get the opportunity to intercept. According to Example 1 on RAC p. 38 GE can intercept.
Moved USSR units next to Rundstedt, but the game skips the land attack phase. The units next to Rundstedt are in supply.
