In my game, the Italians have conquered French Somaliland. It says so in the Relations form. However, Djibouti is not a secondary supply source for Italy. Shouldn't it be? Saving the game and restoring does not affect Djibouti's supply status.
2.4.2
The capital city of a major power, or a minor country, conquered by the unit’s major power, ....

You've confirmed all the other stuff like you have CPs in the Red Sea, etc? The problem with the supply form is it only shows sources that are active, so the game may consider it a 2ndary, but if that capital cant trace the path back to a primary, it wont be listed. to confirm, select minors in the F8 form and select French Somaliland.
Other thoughts
- perhaps French Somaliland is a territory not a minor country
- perhaps its still the same turn that you took it thus its not in effect yet.

It is the capital of a minor country so it should qualify as a secondary supply source in the turns following its conquest. But it will need to trace back to a primary to serve as an Active secondary supply source. The Supply Sources and Paths form has the OOS check box which identifies secondary supply that cannot trace back to a primary.

The Italians have an Ethiopian territorial in Djibouti. It is out of supply. I believe it should be in supply. The territorial's primary supply source is Addas Ababa. Djibouti should be a secondary supply source, tracing by rail back to Addas Ababa. However, the unit is out of supply. When I ask for neutral minor countries on the supply form (F8), Ethiopia is not even on the list, presumably because it is a conquered country. However, even though it is conquered, it has units -- its territorials. Djibouti was conquered the preceding turn. There is no supply connection back to Italy, but there doesn't have to be.

That's a weird one. Perhaps like Chinese warlords are Japanese units and can't supply from Chinese cities, that territorial is actually Italian? Makes some sense since conquered countries don't supply units to the conqueror
Edit: your explanation of the situation leads me to think this is more likely a bug due to the special circumstances of the Ethiopian unit

Strange. I got exactly the same TERR in Djibouti in a game (just reloaded it) and it is stated as being in supply... If you save and reload the game, is the TERR than stated correctly as being in supply?
Question: do you have a supply path towards Italy? I have, so that might be the bug here, since the TERR should draw supply from Addis Abbeba, not out of Italy...

I do not have a supply path back to Italy. A save and restore does not put the unit in supply.

I have a Japanese Burmesian territorial standing in a Burmese city (Mandalay)that is oos.
I have a Japanese HQ standing on a railroad in Siberia that is oos(Yes railroad is conquered all the way to VLadivostok and cp is in Sea of Japan and no enemy ships or aircraft in that sea zone. I also have a unit next to the HQ in Siberia that is in supply even though only possible secondary supply source is that HQ that is oos(should not be oos).
If I touch the HQ in Siberia in the rail movement phase and put it down on the same spot, it comes in supply.

Been wondering about Djibouti and supply also.
I've had 2 Italian Divisions running around, In supply at the beginning of a turn. They make 1 move and go OOS. But the unit in Djibouti is never in supply.

If the Italians are at war with the CW, then the Suez is closed and only the Territorials can be in supply since their sources are primary sources for them. The Italian units only have primary sources in Italy.

I don't have an issue with the Italian Divisions. I know the limitations on the supply to them.
The issue is the Territorial in Djibouti is OoS. If you look at the AOI Territorial 3 hexes NW from Mogadishu, it is in Supply.
Why is the Territorial in Djibouti OoS?
