Overrun miscalculation

I was playing Barbarrosa when I´ve detected this bug . One mech unit (9-6)double for offensive chit + one infantry division ( 2-3) + one Infantry corps ( 8-3) tried to overrun one soviet garrison unit (4-1)deployed just adjacent to them in clear hex during clear weather. Overrun is achieved if you have 7-1 or better , and in this example Germany has 9x2+8+2= 28 combat factors BUT when I tried to move overthe garrison a message reported me that overrun was not possile , only if I double too the infantry corps then I can overrun the garrison unit. Do i miscalculated something?

I suspect that you play with the optional 2d10 land combat results table. If you do then you do not need 7-1 to do a overrun but rather a +16 modifier or more. 7-1 in odds gives a +14 in modifier and one MECH gives another +1 to a total of +15. So you need one more MECH, or ARM, or one higher odds to make the overrun.

If you are playing with fractional odds, you only need another half odds, not full odds, to get to +16. That is, two more strength points, not four.
