loading oil

I want to send oil to Sydney, but I cant get the tankers to load at Los Angeles. The tankers just sit in port saying its loading, but nothing happens over several turns.

You probably don't have enough oil at Los Angeles. The refinery there requires 25,000 tons of oil, and you can only load oil in excess of 2X that requirement. So the oil available to load will only be that in excess of 50,000 tons.
