Can't Promote Leader

J.O. Shelby has earned 4 seniority points, at 76 from 80 and I can't promote him. He is in Cape MO.

Not all leaders can be promoted and some are capped at two stars. Did you get a message that he could be promoted?

I didn't get a message, but has the criteria changed to promote leader? In AACW it was a increase of 4 seniority. He is only a 1 star, so he shouldn't be capped.

Not every leader can be promoted and for the CSA a lot of those come from the Trans-Mississippi.
