Naval move crash

Playing the Global campaign in the solitaire mode.

I just moved 2 Italian transports loaded with German units to the Eastern Med 0 box for off-loading into Tobruk. There is a British fleet in the eastern Med along with an Italian nav unit. The Italians and CW are not at war but the Germans and CW are.

Load the savegame and you can see the Italian transports with German units in the E Med.
Click on the green button to advance the phase and the game will crash. I repeated this 4 times just to be sure with identical results.

I'm playing with the option "In the presence of the enemy" on. It is costing the Italian transports an extra movement point to enter into the Eastern Med even though they are not at war with the CW. They are carrying German troops which are at war.

It seems odd that in one case it costs these transports an extra movement point due to the German passengers, but that the transports are not being intercepted. I would bet there is some conflict here that is causing the crash.

Just out of curiosity, who are the Italians at war with? Why are they able to transport German units in this way? I'm confused....

They be at war with the Free French as are the Germans.

Ooh no... that's too complicated for me [&:] So in that scenario, if the game is working correctly, does that mean the CW cannot attack the Italian TRS - giving the Germans a free ride (immune from attack) to North Africa?

You would think so but the computer doesn't like it and won't let me proceed. So is it a bug in the program or an obstinate computer?

Yes. The CW can not attack the Italian TRS.
Multiple States of War (RAC p 38):

You can only attempt to intercept naval units with which you are at war.

During port strikes and naval combats, a unit can’t fight against units from the other side unless it is at war with at least one of them (being at war with an enemy unit the naval unit is transporting is not enough).
