Does Free France rely on Major Powers lending build points for production?

Yes, usually. Although I think it has one resource, in this case, after getting enough points you could theoretically construct a Factory and build your own resource, providing you can store yjr build points (and I don't know it Factory building is an optional...).

That resource is in the Pacific and a long way from a city (it is option 30, factories can only be constructed in cities, we used to play that the factory can be build on site for a long time, until someone pointed that out). If CW factories are not saturated reliably (which implies insecure convoy lines), it could be more efficient to donate the resource into the CW trade network and receive a BP in turn. Although a factory always pays of long-term as it adds a PP to the equation.

Have they fixed the bug where you can't send a BP to free France?

Well, it may depend on which is the result of the Vichy conversión (if there is so), but I kind of remember that there is a french resource in Africa which can be transported and built (cause there is a city/capital) there. Apart from the small possibiblity (1/10 or 2/10 I think) that Northern Africa becames FF not Vichy.

You are correct. Senegal has the city and resource. Going Free French is a possibility.
