Another CW convoy problem

I'm trying to save the Persian oil in India with a convoy in the Persian Gulf and the Arabian Sea.
If there are no convoys in the Red Sea this works fine. However if I add convoys from Asia thru the Red Sea and Eastern Med., The Persian Oil insists on railing to Turkey and sailing over the Eastern Med. and Red sea to get to the Arabian Sea.
This uses up the convoys I set up to the Asian resources and leaves the Persian gulf idle. I tried modifying the route with the route button and I can get the rout to go to Basra and the Arabian Sea via the Persian Gulf but there is no way to continue the route to Bombay.
When I click on "Coastal hexes" I seem to get a list of every port which is NOT adjacent to the Arabian Sea. I've had the same problem with convoys going thru the Bay of Biscay when I want them to us the Faeroes Gap.
I can work around these problems by using more convoy points than I should have to and operating in sea zones that aren't as safe as others.
I'm attaching a save that shows the problem. Note that it is the same file I used when reporting my CW setup problem.
