Egyptian territorials

Hello,

Just to be sure that I correctly interpret the rules... I have 2 Egyptian territorials. I expect than one of them may leave Egypt since CW is at war with Germany. But they can't go in Palestine. I conclude that it is because Egypt and Palestine are 2 minor countries aligned with CW, so they can't cooperate. Am I right? If it is case, it means that one of the territorials might go to Lybia, doesn't it?

1. No. Both TERR can leave. From RAW:

Restrictions on use
Minor country units can move and fight outside their home country.
However, you can only move a minor country land or aircraft unit
outside the home country controlled by the minor, if half or more of its
on map land and aircraft units are currently inside its home country

1 unit means it can leave
2 units means both can leave (since before moving, half or more of it's on map units is inside it's home country).
3 units means 2 can leave
4 means 3 can leave
and so on and on.

2. You are right that the Egyptians TERR can't move into Palestine if both are aligned to the CW. If however, Egypt and Palestine are conquered, this restriction doesn't apply anymore for Axis controlled TERR.
