Big Bulge vs Zumwalt

I was playing around and created a scenario. In the scenario a Russian Bear seemed to be able to detect a US carrier group at long range using it's Big Bulge radar. It detected every ship in the group, including a Zumwalt, at a range of approximately 260 miles.

So I created a test scenario of 1 Bear (radar on) on a course towards 1 Zumwalt (radar off). The Bear detected the Zumwalt with it's radar at a range of nearly 260 miles which is essentially the max radar range. I expected the Zumwalt to be much harder to detect. Maybe I'm missing something but this doesn't seem right.

I attached the save (hope I did it right as this is my first attempt at this)

Tested here. We'll take a look.

This ship should be a little more stealthy but mostly fore and aft. Port and starboard its big box.

I had this issue a while back. The explanation was that the RCS was optimized against short wavelength radars and that longer bands were not as hampered.
