Orders

Can someone explain to me, in simple terms, the deal with orders. I found the manual a bit confusing on this topis, and it seems it was written for players who had had alot of experience with this system. For instance, I went to move a unit, and was told I needed "2 orders", what does that mean?

First, if you want to get right in there and have fun without learning about orders, go to PREFERENCES and turn COMMAND CONTROL "OFF." Now all units can move freely. This will give you a small advantage over an opponent with command control "on" but not overwhelming.
Still here? OK.
Of course, units need orders to function and get things done. Units have a movement objective and as long as they follow the path toward that objective everything is fine and costs no additional orders. However, changing a movement order to go another direction or to a different objective will cost more orders. These orders come from superior HQs so maintain radio contact or stay within 3 hexes or you won't get any.
