Proposal - Unactive Leaders Reorganizing

It would be nice to still be able to reorganize a stack while it is Inactive in terms of Promotions, Creating Corps, assigning units for Divisions, etc. Not sure why this should be prohibited. I guess you could argue that the command structure is in disarray etc and should not be allowed it.

This came up after I moved 2 corps and the army HQ into an area. The following turn they had merged into one stack getting rid of all the corps for some reason. Perhaps I had inadvertently done it. So I'm sitting now with a 35% command penalty, as opposed to the No penalty when it was properly organized.

I can see why it might be disallowed, but thought I'd ask. I'm playing with the worst Activation setting. I'm guessing I might not have the problem with a better setting.

I think restriction for corps creation is distance not leaders status. If you are not able to recreate corps in province containing army then it has to be bug preventing you from doing it.
