German Supply in Sicily

German Do17z in Syracuse is OOS even though in a coastal hex, not rain and supply range of 2 hexes. The Italian Naval Air flew from the same hex to the West Med Sea zone.
Not playing limited overseas supply so the Italian TAC bomber SM.79 with Naval air rating in the Italian Coast sea zone should be enough to trace supply from the coastal hex in Sicily.
This may be related to the German supply in Africa issue which my have something to do with tracing supply thru sea zones when not done via a HQ for German units.
