Mouse slow, sluggish with 8.1

As using the desktop shortcut is useless, was I supposed to create a shortcut in order to make the new AE switches work?
If so, how do I create this shortcut?
My machine is:
8.16.3.9600 Build
HP 500-164 x64 based PC
AMD A8-600 APU w/Radeon HD graphics
8G RAM

Go to the folder where the game is installed. (By default, C:\Matrix Games\War in the Pacific Admiral's Edition. If you're running a beta version, add \Beta to that.) Right click on the executable file (War in the Pacific Admiral's Edition.exe) and select Create Shortcut.
