Russia has conquered Persia and has one oil resource available which can be transported by rail to a factory. The other 2 on the coast can't be used by Russia as they are in coastal hexes and require russian convoys. No US entry options have been chosen however the Persian oil lifts a ride off a CW convoy point in the Persian gulf and then to the nearest port than rails to mother Russia. This is a bug a neutral Russia shouldn't be able to use CW convoy points.

True, but have you tried to save them in place? That could be a workaround.

I don't play oil rules so my work around was just to set them to idle so Russia doesnt get more production than they are entitled [:)]
