This may be known, but a search of CC-PitF forums didn't turn up anything. Recently conducted a custom battle in
which I had a Tiger tank. I noticed when it was aiming at a target, the turret would be about 90 degrees off.
Anyone else noticed this?

This could happen if the graphic was mis-aligned in the tanks.azp file -- are you using a mod that includes vehicle graphics? There also was a bug in older versions of the game where this could happen in very rare circumstances, but usually this was only for non-turreted vehicles (and guns). Are you seeing it consistently or just the one time ever?

I've seen this from time to time on various turreted tanks (and SP), in all versions of CC I've ever played.
